Had to re-read and then look up this thing about it being Sonic’s first appearance. But yep, dangling around in the arcade version Rad Mobile in 1990, before '91’s Sonic the Hedgehog.
“Interested in getting their new character visible to the public, Sonic Team approved of his appearance in the game”
says Wikipedia. I’d had no idea. Also via Wikipedia, Rad Mobile was apparently made by Sega AM3, rather than usual sprite-scaley suspect Yu Suzuki and his Sega AM2.
Saturn version:

I’d definitely heard the name “Code Name Viper” before, but I’m not sure I knew what it was. An early Arc System Works game–and they’d done the Famicom port of Rolling Thunder the year before. ^ )^ Arc System Works - Wikipedia
ah, that’s an interesting detail! i guess they must have had lots of ideas that they couldn’t implement in a port of someone else’s game
