Hmmm, it might actually be a mix of both? From the official site:

In tall grass or caves, wild Pokémon can jump out at you. Battles with wild Pokémon will occur when you run into Pokémon that you can see wandering around. Some Pokémon will pursue you once they see you, while others will run away.

Also, the ! mark that will appear above tall grass also seems to be an indicator of wild Pokémon hiding there!

There is a vast expanse of land in the Galar region which is known as the Wild Area. The Wild Area is full of nature as far as the eye can see, and it connects several different towns and cities.

You’ll find a greater variety of Pokémon living here than anywhere else in the Galar region. The Pokémon you’ll run into will change depending on things like the weather or location, so you might see something new each time you visit!

The Wild Area can be reached through various towns and cities, and it contains untamed wilderness!

In the trailer they say that having camera control in the wild area will be a unique feature.

Not really feeling the game at this point, but I’m waiting for them to reveal the game’s team rocket and have them be extremely trashy football hooligans or something and get me back on board.

Like, half the reason I bought Pokemon Moon was because of Team Skull.

They’ve announced that there will be National Pokédex this time around meaning that you won’t be able to transfer mons to these games that aren’t already in some way part of their local fauna. Mega evolutions and and Z-moves will also not be returning.

There’s riots in the streets because of this and people have started referring to the debacle as #Dexit

Oh, there won’t be be any Pokemon that aren’t native to this region? I thought it was just gonna be selective?

I’d be lying if I said I wasn’t a bit bummed out about that. I’d be more bummed out if gamers weren’t such entitled shitfucks about it, though.

I’m glad shit like Mega Evolutions will be out, though.

I do kind of find the idea that the games may have more balanced, thoughtful rosters instead of being saddled with almost two decades of cruft though.

I’m not sure if that’s completely confirmed. The trailers have already shown that there still are plenty of Pokémon from the old games wandering about and I’m guessing that once you beat the Elite Four they’ll do a repeat of the old “Oh weird, looks like 50 or so more new mons from other regions have suddenly been sighted in Galar. Maybe check that out?”.

All they have confirmed is that from here on out the Pokémon that you can transfer to each new game will in some way be curated to make sense for each region (don’t expect too many tropical ones to show up this time for example)

So basically Pokémon will work like MTG set rotation now? That seems like a good idea, and kinda implies they’re thinking more about the actual balance of the game.

On further thought I think a future installment would be wise to cash in on this idea. Instead of supersizing them or ultra evolutions or whatever other temporary boosts, let players temporarily fuse two pokemon during a battle. Maybe place restrictions based on type compatibilities and the tradeoff is that if the fused pokemon is knocked out you lose two at once. Maybe it’s only an option during 2v2 battles, and the tradeoff is that you then only get one turn per round instead of two?
