I don’t think it’s a stretch to link Graham’s allusion to a “tough 12-18 months” with the layoffs that happened when IGN bought the site.
The layoffs included Alice Bell, who was their deputy editor at a time, and someone Graham was good friends with. They already didn’t have an editor-in-chief at the time so it was a surprise, and Graham was “angry and sad” about it. (That’s when Graham stepped back in as editor-in-chief). She was interviewed by Aftermath when it happened:

Speaking of Akihabara changing for the worse, everything in the block on the other side of the tracks (Edion, Onoden, Love Merci) is scheduled to be demolished and replaced with a boring glass-windowed multi-use skyscraper.
