@Rudie is correct, Driver:San Francisco let’s you act out body horror in Commuter Traffic fantasies, where you posess the driver at the wheel, and the fun bit is you are literally dropped in a discussion and Tanner (your Player Character) responds instead of the possessed char.
If you GTA around SanFran, you will figure out the seams of the world, but for a breezy action flick, AAA-entertainment.

Warcrafts 1/2 and Starcraft ostensibly have you playing as a person (or telepathic brain) giving orders, but your character has no presence on the map and can give orders to anyone, anywhere. It’s an interesting edge case where the character is canonically not a ghost, but very much acts like one.
10 months old but I think new to the forum (and me):
Sega announced a new arcade version of VF3tb, “Virtua Fighter 3tb Online,” which has online play using the online technology from VF5US (Virtua Fighter esports in Japan); that netcode wasn’t super great apparently in the States but with their fast relatively short range network it apparently worked better in Japan. Anyway, new 3tb from late last year in Japanese arcades.
