Uh, I wonder if this is to help keep it from clipping through the cloth simulation. You can still hint at a ‘shape’ under the cloth by tweaking the angle and rigidity of the bones to make it look like it’s sitting on something but the model underneath only needs to exist to cover some worst-case scenarios.
