I don’t think that’s true! Both Xbox and PS4 have a concept of “primary console”, and if you pay for Gold/Plus on your account, then all other accounts playing on your “primary console” share the service.
PS4:
One PlayStation Plus membership allows all local accounts on the subscriber’s ‘Primary PS4’ to play online through their SEN accounts. The PlayStation Plus member does not need to be logged in on the PlayStation 4 for other users to play online.
Xbox One:
At home: Make your primary Xbox (if you have more than one) your home Xbox, which gives anyone who signs in to the console with their profile the ability to use your Gold subscription. Go to Designate a home Xbox to see how.
