I think the STALKER games had pretty good storms but I can’t remember if they had actual rain or just science fictiony stuff
I think just because it was like, my first Videogame Weather this will always be what comes to mind

I don’t know from best or whatever, but Stardew Valley’s rainy days are memorable. What is most often a negative in other games is a positive here, a particularly brothy moment in an already chicken soupy game; reminds me of indoor recess on stormy elementary school days.
FF IX has a set piece (Burmecia) that was designed around the rain.
The character from that place wears an outfit that can stand (heavy or drizzly) rain, the place has an interesting feel to its (quite organic-feeling) architecture that always felt like it was inspired of never-ending rainy days, and the bgm is just icing on the cake.
And i just loved how this town has been placed next to mountains that are a natural barrier, so that there’s a reason why there’s a lot of rain:
If those clouds wanna pass the mountains, gotta lose some of that water.
Always felt like quite some thought went into this Town. Became my fav rainy place for years…
I really like the rain in Minecraft, and especially the sound of it when you’re indoors.

Listening to rain indoors always is the most atmospheric for me, like in Animal Crossing or whatever Fatal Fram room had the house as a hub.
Personas 4 and 5 have really good rain. Or, not the rain itself, but the mood during a rainy day. The downtempo version of Beneath the Mask that plays when it rains is probably my favorite track in the game (I think I slightly prefer the instrumental version), and not only does your dude open up an umbrella, but there’s also a cool umbrella graphic that plays during loading screens and transitions.
However, P4 really takes the cake. Inaba is already a relatively quiet, sleepy town, so on a rainy day everything is just so damn cozy. The path leading to school has wonderful shades of blue and green.
Repeating what’s been said but the sound of the rain hitting the roof of your house in Persona 4 is the best I’ve ever heard.
I enjoy how that last one feels oppressively tropical despite its European setting
