I have never seen this and it’s incredible.
On the one hand, why put all that technical and visual ingenuity into a licensed game? On the other hand, where better to experiment like that than a game that’s bought and paid for by someone else, confident that sales are going to be solid enough based on the virtue of the license alone. Obvs, Toy Story Racer isn’t the most compelling kart racer in existence, but better for Tiertex Design Studios (whom I just looked up) to do that than put out an unknown property with an innovative but lackluster engine that will go nowhere.
That said, Tiertex basically only ever made licensed games for handheld it looks like.
tiertex were also infamous for making terrible games on microcomputers, like their unofficial street fighter sequel, human killing machine
don’t forget the unreleased resident evil, i was actually looking forward to this coming out back then, after seeing screenshots in magazine previews
Looking it up online, this uses a rarely used “high color mode” feature of the GBC well-suited for static backgrounds.

the gundam battle series on psp had some pretty stressful texts for success and failure.
success got you “congratulations you survived” or something and failure just got you “disappointed in you”
