The GBA version of Super Puzzle Fighter II allows you to play vs multiplayer this way. IIRC one person rotates moves the blocks with the Dpad and rotates with the L-button while the other moves with the AB face buttons and rotates with R. I think you could also hold the rotate button to drop the blocks?
WarioWare Inc for the GBA had a few unlockable Vs mini games that were controlled in a similar manner with each player holding one side of the console.
