So the dev of xvorogue got back to me on Steam regarding ho in the heck the sim can be built on “18+ trillion plays and 56 years of real NFL data”. I will just quote his response rather than try to explain it:
A great question - the basic answer is that the entirety of the NFL dataset isn’t thorough enough to cover the combinations of player skill ratings, play calls, and situations that you could encounter in this game. For this reason, our engine needs to be far more equipped and prepared to keep results realistic to the NFL baselines. So we used those 2 million plays as our starting point, and through an incredibly tedious and iterative process of modeling players, play calls, and teams, we developed an engine that was matching the historical data at around a 90-95% clip when roguelike development started in earnest. The end number of monte carlos was, in fact, over 18 trillion when we moved on. You can read more about the methodology and get some other great nuggets of info at xvofootball.com. FWIW as someone who for years tried to simulate my March Madness bracket with a Fire Pro Wrestling game and have the results not be absurd (I generally failed) I at least think their methodology was better than mine >_>

edit 2: hmmmm okay reading about their methodology it seems like they might be the kind of company that uses AI to code, and they’ve made at least three tools that basically just shunt data to AI, but I think this is legitimately just math? like they’re still fucking weird: they apparently made software for managing cryogenic storage?? but I think this is legit inasmuch as it’s not just using an AI model for this

Yeah without digging in too much (i.e. I browsed the linked site briefly) I got the impression that it is very likely that at least one stage in this process was AI-aided but the kooky math logic behind it feels like the kind of “you’re thinking too hard about this” math notions I get about sports-related things sometimes, which is human-ish.
