an actual, reasoned, not-shitpost response to this development:
who is this even for
the game is already nearing 3 and a half years in Japan, 2 years in Korea and Taiwan and 1 year in mainland China
the horses are already kinda niche in English-speaking fandom
surely anyone who cared would have be playing on JP or, if they’re local, one of the localizations
they’re also not saying who, if anyone, they’re partnering with to bring the game over, nor is there any indication that this is its own version or if it’s like Granblue Fantasy, where the entire localization is produced in-house and English players are effectively connecting to the JP game
this is more or less a giant litmus test on how many people who care are willing to start over and I have doubts that being this late is going to entice many
also, outright, I question the economics of the move
enough currency to do a 10-pull in JP is 3k yen
that’s under 20 USD and EUR at current exchange rates
there’s no way they don’t charge anything less than other large gacha games in the West, which is 30 USD for a top-up big enough to do a 10-pull
(obviously this is more about “what has more value to a current player” and less “what makes the game the most money”, I’m sure they want as much non-yen monies as possible the way things are going)

This is simply my speculation as someone who is aggressively recommended Nikke stuff on Youtube. I still live in my pure sweet Pokemon Sleep bullshit.
Nikke, the Hoyoverse games past Genshin and others in similar spaces are more and more doing full-on simultaneous global launches, presumably because these games cost big money to make and they need as much revenue as possible (an example being that seemingly Wuthering Waves was pushed out before it was fully cooked because they simply ran out of runway)
I think once you start getting into the more esoteric genres for Western audiences (because, let’s be real here, Uma Musume is an idol raising game), there’s a wait-and-see approach, often to their detriment (see the Love Live game whose global launch announcement was also it’s End of Service announcement)

it’s 10 rolls at once. you usually get a rate up on middle tiered units or other bits by doing so (for example, Uma guarantees a 2 star/SR pull in a 10 pull but not 10 single pulls)

yes, you see 4.5% for a 3 star horse. that’s 4.5% for the entire pool of 3 star horses.
there’s 150 3-star horses as of currently. the chance for Jungle Pocket (the current rate up) is 0.750%

To also help explain, mobile games used to model this “pull” concept after opening a trading card game booster pack, so a 10-pull would be drawing 10 cards at once (ten is a de-facto standardized max number of pulls that can be done at once. Nowadays, the analogue is a capsule toy machine/“gacha” machine. You’re putting in money to get 10 toys out of this thing, hoping to get the rare one you really want.
Of course, since this is all digital and programmed now, there’s a lot more manipulation of the odds to ensure you spend tons of money before you get nice things. Most of what you’ll get are the equivalent of common/trash cards in a TCG booster pack.
a common mechanic is also being able to combine duplicates of a card into a single copy of a slightly better card of the same character. dragonball dokkan battle is almost entirely based around playing the same stages over and over again to “win” duplicates of cards that can only be obtained from those stages so you can combine them into a higher level version of a character who can be used to repeatedly beat harder stages to get rarer cards and so on.
