I just watched some random chunks of this video from 1 month ago. I noticed a few missed frames here or there during average fight moments. And really large explosions can sometimes dip into what looks like around 15 - 20fps. But nothing which would keep me from the game.
The video uploader says in a few comments that the game has improved a lot, via two patches. They had uninstalled it shortly after release, due to performance frustrations.
These two large explosions (timestamped for the first and then watch to 18:45 to see the second) were probably the most obvious chunk of slowdown and personally, not really an issue for me.:

I followed the reception to the patches for base PS4 control and it seems like they helped a decent amount. If you are still someone who is sensitive to framerate fluctuations then there are times when you will notice, but some of the more egregious instances seem to be better.
Of course I remembered half way through all of this that the PS3 version of Skate was supposed to be a framerate disaster next to the 360 version and I seemingly never noticed, so what I view as good enough might not be so for someone else.

As long as it’s doesn’t become a “slideshow” (as some described it on release), I don’t think an inconsistent frame rate would bother me that much.

This, so much this. I meant to write about this first thing when it dropped but forgot.
APE OUT is the most artistically confident game I have ever played. It doesn’t ask for huge amounts of time (4 main levels, each 20-45 min), the main game play loop is solid, and did I say how stylish it is? It is a great game. Even if you miss it being free, buy it some time, it’s totally worth it.
