I think it was to get voluteer workers, and to have some reason to bring a recognizable movie actor on stage.

Aha, only a pirate game would have disguised loot chests.
I mean, they spent all that time and money building the sailing and naval battle tech for Assacre 3 and Rogue and then realized unless they had ships in every Assacre for the rest of ever, that tech would be going to waste, so this game actually makes more sense than anything they could possibly have done in the situation
