Double Dragon II (GB)
Most of the game got a reskin for the western release from its original incarnation as a Kunio-Kun game in Japan, but they left the Lee brother as Kunio on the map screen. ^ _^
Oh and of course in the Kunio game–Nekketsu Kouha Kunio-Kun: Bangai Rantou Hen–the city was an idealized Japanese city or whatever, not their version of NY:
