to my understanding, Sonic has always been more popular in the west than in Japan. they switched from Sonic Team to American developer STI for the second game
I hear that in the first Japanese version of the first Sonic, you still die if you’re flashing when you hit spikes. = o
However, it is worth noting that the only official revision of the game that ever changed the behavior of the spikes, in Sonic Mega Collection, was released more than a decade later. It was also changed in Sonic Jam, another compilation which was released much earlier.
I’m not a subject matter expert here, but I think this paragraph needs a rewrite.

essentially you have to buy that emulated game featured in SMC is a fully new revision (which was never used again) and assume ST meant as much with the designation and the port in Sonic Jam isn’t
